As far as I know (which is not very far away, actually) you should look at the yocto project for this... I do not know if there are some specific recipe/s for Intel Galileo regarding Linux kernel versions.

I haven't seen an image for Galileo with a kernel 4.1+. In the following thread, a user posted a custom image with a kernel 3.19.8: Custom BSP 1.2.0 with Linux Kernel 3.19.8. Also, the following threads discuss the topic of changing the kernel version, you might find them interesting:

I found one @ https://ostroproject.org/
it is kernel version 4.1.15, the process was slick and with no problems
however I am still having problems with wifi, I think its driver related
I saw that there is a new driver for 4.3 kernel - I might try and build one with that kernel, or maybe doing a backport of that driver...
