It seems odd that the utility will not launch. Are you using a developer version of Windows 10 or a released version? Do you see anything at all when you launch it? Usually you get the Windows account control prompt when you try to launch. I know the utility can only work if you're connected to the Internet, but that shouldn't keep it from launching.
If we can't figure out why you can't get it to launch, you can get the downloads through searches on intel.com. Download Intel® System Support Utility to scan for Intel components and model numbers you can use on the search.
