Low usable memory - hardware reserved is 5.6 GB out of 8 GB !

I have just installed my NUC5i5RYH.

      Memory is Kingston HyperX Impact Black 8GB Kit (2x4GB) 1600MHz DDR3L CL9 SODIMM 1.35V (HX316LS9IBK2/8).

      Windows 8.1 Professional N 32 bit.

Have updated to latest Graphic driver, BIOS, etc. through the official Intel site.

My problem is that although in the BIOS I can see the 8GB of RAM, Windows resource monitor tells me I only have 2.5GB to use, with the other 5.6GB reserved for hardware!

I have tried some solutions off the web, including ensuring the "maximum memory" box is unchecked via msconfig, or, removing and reseating the memory.

I came across this post Pro tip: Override the 4GB memory barrier on 32-bit Windows 8.1 systems - TechRepublic

which suggest a solution but apparently not compatible with Intel Graphics...

Other suggestions are memory remapping but this feature doesn't seem to exist in the BIOS.

Could this be a hardware problem?
