Try this easy test:
1, plug LAN cable
2, disable WiFi connection in Network interfaces
3, try using keyboard&mouse via BT and see...
You are not the first with this problem -> issue was with enabled WiFi and BT at the same time...I'm talking about different products than NUC, but try...

I did see another "fix" somewhere else and i'm just evaluating if it is working.
Well its been a couple of days, and so far so good. Bluetooth keyboard and mouse are staying connected under all different scenarios, sleep/hybernate/shut down and restart. And so far in general use i havent lost Bluetooth connection.
What I did was goto Device manager, right click anywhere keyboard and mouse maybe, seems there are more than 1 for each, and where there is a tab called Power management i would uncheck "allow the computer to turn off this device to save power"
