5930k will not P.O.S.T.

I have an ASRock X99X motherboard that has a feature on it called Dr. Debugger. It's basically a digital display that gives you error codes while your board P.O.S.T.'s. I get an error code 33 which according to the manual is an issue with the CPU or memory. I have re-seated all my memory I have even tried to run it with one memory module but I still get this error code. My question is, is the processor the culprit and if so what exactly has failed on it? The memory controller maybe? Thank you for your help.

Yes, please bear in mind that the processor integrates the memory controller hub. It might be defective and the only way to repair it would be replacing the CPU.
