If you're in the USA, or can call USA phone numbers, I highly recommend calling their support phone number: (916) 377-7000. That's what I did, and the person I spoke to got my RMA squared away within 15 minutes.
If you're outside the USA, I'm not sure what your best option is - it might be contacting them on Twitter, @intelsupport. There's a live chat, too, but I don't know what it's hours are or how helpful it will be.
It's definitely not the easiest warranty operation to contact - kind of ridiculous that the online submission has been down for this long, and the official assistance on this forum seems hit and miss. (Nobody ever contacted me through here.)

I am a realy patiently Person but the RMA won`t work for two weeks now. Also with the same claim "...System unavailable...".
For my i7-4790K with temperature issues which accured slowly but steady in a time span about two years.
I am sure it is because of the thermal grease between the "Die" and the "Heatspreader".
Every other related component such as cooler or thermal grease between CPU and cooler was changed and replaced with new and performant ones but did not help and as I wrote, the RMA is not working.
I also tried the latest Chrome, Edge, Opera and Firefox. Always the same.
Now I will try as Victorypoint wrote earlier with leaving the first 4 fields blank. I think it should work but the question is if i will get a response...
I really can´t understand such a silly problem for a huge brand like intel and this now for such a long time...
EDIT: Leaving the first 4 fields blank didn´t work. The brand and the model of the Motherboard is a must. With that it also didn´t work.
EDIT2: Now I contacted the "Quality and Reliability" branch of Intel. I think this is a huge "Quality and Reliability" problem ;-)
I also experience problems with the customer care tool like some others. For several weeks I am trying to create a support case for the Intel NUC6i5SYK but we keep getting the system unavailable error.
We keep getting a Windows blue screen with our Intel NUC6i5SYK that includes error WHEA_UNCORRECTABLE_ERROR. Unfortunately we had this problem with 4 other Intel NUCs and we had to send these back to Intel. Replaced the memory modules (Kingston KVR21S15D8) and Kingston mSata 480 GB SSD but the problem remains the same. Is there another way that we can create a support ticket and solve this problem?
I can't even describe how I am frustrated with Intel company and their products.
It's some joke, I guess.
My problems started immediatly after purchasing 2pcs 4790K ... temperatures 100C ... I have described it in diffrent post, even written some small app to test if your CPU is affected with this problem. Nevermind - conclusion was - RMA your CPU, however i think Intel should run replacement program for affected CPUS, because seems there is LOT of them in market. Anyway.
Finally i wanted to RMA my cpus, because they are useless at now.
So they are asking ATPO number and FPO number to do that.
According to their "FAQ" the only way to get ATPO number is to (no joke!):
1. Have a minimum 10MPix smartphone
2. Obtain a 10-16x zoom lens
3. Install QR decoding sw, and using lens decode QR etched on CPU PCB...
I spent more than 2 hours trying to get this damn good quality QR photo and decode this ATPO number. Finally it worked. Then i immediatly realised that decoded ATPO is same as "S/N' printed on CPU BOX... same as "FPO", its printed as LOT S/N or smtn.
Ok, so finally i have all this numbers, went to support center and created RMA, described everything and of course SYSTEM AVAIABLE.
SO I LOST ANOTHER FEW DAYS - I THOUGH , MAYBE THEY ARE REALLY HAVING PROBLEM. THEN I FOUND THIS THREAD.
So i don't lost my hope, i saw some success stories with online chat. however online chat is also NOT AVAIABLE - AGAIN lost few hours.
At last i though to call local Intel dept in Poland. HA HA HA! Guess what? No phone to PL department.
Im sorry but this company and their support is pure joke. I think every 4790k owner should consider CLASS ACTION LAWSUIT again INTEL CORPORATION to EU TRADE COUNCIL. They are just threating us as fools, and still not admitted that 4790k (and maybe others) have production fault (probably bad contact between core and IHS) and immediatly started replacment procedure.

I have a bricked Intel NUC6iSYH on me. It had been working for almost a year but now it does not even get to the BIOS boot sequence.
I tried all the recommended recovery steps but it got me nowhere.
