If the message appears even if you are not using the SD card, then the issue is in the board (firmware) and not in the SD card image.
If the USB client port is detected by your PC (without the SD card inserted), I recommend you to try to upgrade the board's firmware using the Firmware Updater Tool: Download Intel® Galileo Firmware and Drivers 1.0.4
If upgrading the firmware doesn't work, I recommend you to try the following recovery methods:
- Intel® Galileo – Recovery Mode
- Intel® Galileo - Programming SPI Flash through the UEFI Internal Shell
Hopefully the board can be fixed with one of the methods above.
