Unknown USB Device (Device Descriptor Request Failed) in windows 10 system

For the last month or so I've been getting an error in Device Manager/Universal Serial Bus USB Hub - Unknown USB Device (Device Descriptor Request Failed) - properties reveals:

'Windows has stopped this device because it has reported problems. (Code 43).  A request for the USB device descriptor failed'.

My system is a NUC5i7RYH kit.  I have the latest BIOS, and all drivers are up to date.

I have a Microsoft Wireless Comfort 5000 keyboard and Mouse connected to the wireless receiver which is in NUC front USB3 port.

I have two NexStar AC powered USB3 7x ports Hubs connected to NUC rear USB3 ports:

In NexStar Hub 1, I have attached:

1x AC powered Nexstar Dual HDD Dock,

      1x external, Hub powered DVDRW.

In NexStar Hub 2, I have attached:

      1x  Brother J430W MFC, and

      1x Epson R310 printer.

Whenever I use the NexStar HDD dock, I get severe mouse lag (whether being used or not).  When the dock is turned off, there is no lag.

My question then is, how do I fix the Code 43 problem, as above?  I assume that once that is fixed, I should not suffer the lag.
