I will need more information, could you please attach the msinfo32 report.
- Please press Windows Key + R to open the Run Menu
- Type msinfo32 and click OK
- While viewing the System Summary node go to File then Save (Please do not use Export)
- ave your MSINFO32 report as msinfo32.nfo on your desktop for easy access and then you can post it here.
Also, it will be great if you could upload a picture of the issue so we can take a look at it.
It seems to be doing it when I attach a 4K monitor, not when I attach a FullHD monitor... It didn't use to do this before :-(
At this point I suggest having Windows up to date and to update the graphics driver from your system manufacturer website or you can try our generic driver.

If you are not able to install this driver please update it from your system manufacturer website.
Did you try the troubleshooting I provided above?
Windows is up to date, as is the video device driver.
Try updating the BIOS with you system manufacturer, updating the BIOS can help you with this issue.

Got latest BIOS, video drivers, etc.
Problem was resolved by uninstalling the Intel(R) Driver Update Utility. That "system usage reporting service" is part of that marginally useful program.
