What is your current driver? Try both your laptop/motherboard driver and the intel driver.
With that registry fix you can use either a TdrDelay value of 8 or 10. It seems that under Windows 10 you also have to add another "TdrLevel 3" entry, it is explained further in the comments.
I have Windows 7 and tried everything to fix the issue. Looks like the Intel engineers are aware of it but I can't confirm.
Verify if you already installed the latest Chipset and Management Engine drivers of your motherboard then, reinstall our graphics driver.
