i7-6700K: Motherboard not detecting PCI-E devices but want to eliminate fault with cpu.

I have the following system build that will not detect the graphics card in any pci-e slot. I have another motherboard on order but I wanted to confirm the issue is not related to the processor since I read the pci-e communication is handled by the processor.

Longer version... I've been running Windows 10 without issue for about a week, have run memtest 86 for 8 hours without errors and just ran the Intel Processor Diagnostic Tool and it returned 0 errors. System is currently running with integrated graphics. The NVIDIA GTX 980 ti card is installed and receiving power but is not recolonized by the system (no video out and windows does not show it as a device). The video card does work on another system. I also tried an older Radeon HD5770 and have the same results (no video or windows detection). I just want to see if there's anything else I can do to eliminate the possible cause due to something in the processor. I due have another motherboard being shipped and have a support issue open (no response) with Gigabyte.
