Thank you Allan. I am on Windows 10 and the processor is the Intel Core i5-4460 with the Intel HD Graphics 4600.
If it matters, the computer seems to recognize the monitor as a "Digital Television" rather than a computer monitor. I have double-checked and all drivers are up to date.

I see the native screen resolution is 1920 x 1080 based on the specifications.
Are you getting up to 1920*1080?
I understand that Intel is working with Microsoft in regard to Scaling issues. If you are still getting black borders on the screen, this might be scaling problem.
