First you’d need to have the dongle recognized by your system. You’d need to download the driver and install it. Make sure your device is recognized using lsusb. As an example you can check Setting up a Galileo Gen 1 to work with a Realtek RTL8188CUS USB Wireless Adaptor . This thread has steps used to enable a WiFi dongle that should guide you through the basic commands needed to install the driver and make the dongle recognizable. The driver and some package names might be different so you’d have to look for the proper driver for your device.
Hopefully this will get you started. After enabling the dongle you can continue on how to configure the android phone functionality.
