I just built a new system around 4K monitor and an Intel Pentium G4400 (Skylake) with the Intel HD Graphics 510 iGPU.

Description
Provide a detailed description of the issue
Performance problems with 4K Youtube videos and performance problems with flash videos in general (regardless of resolution) in fullscreen.
4K Youtube stutters and it's being delivered via VP9 codec.
e.g. https://youtu.be/iNJdPyoqt8U COSTA RICA IN 4K 60fps (ULTRA HD) w/ Freefly Movi - YouTube at 4k resolution
Normal flash videos have tearing and stuttering in full screen mode. In window mode they seem to be fine.

Unfortunately it's getting worse.
Now it's not only the streaming problem, it's also the case that when I am resizing the browser window of Microsft Edge to a certain size, the whole screen turns black.
I cannot reproduce it consistantly but I made a video:

Same thing. Still bad flash performance and blackouts when resizing

(I even wiped the whole system and installed it freshly)

That's what I did at first but tried the new Intel drivers. Always the same problem.
It seems like these drivers are far away from a final release

Let run some tests in regard to this behavior but in the meantime I would need from you to fill out this form , I know that you already added some information but in order to investigate this I would need all the information requested on that post.

In the meantime the whole thing got so furstrating that I maybe did a rather dumb thing.
I gave back the Pentium G4400 and traded it for an i5-6500. All problems remain the same (flash video problems and youtube problems). Only the Microsoft Edge problem with the screen going black after resizing wasn't seen anymore since the change to the i5. (but that doesn't mean anything since it wasn't that easy to reproduce)
Anyways - I filled out the whole again now with the new information on the i5-6500. Should we maybe change the thread title?
(the Intel System Support Utility does not run because it demands "admin rights" although I am logged in with my admin account - see screenshot)

Unfortunately, also the Microsoft Edge resizing issues is back again. Changing the CPU made no difference to any of the problems.

It's been over 2 months now.
I encountered another problem. GoPro Studio (video editing program) doesn't even start properly - the graphics divers crash.
Any solution here? This is inacceptable from a company like Intel.

Thanks for investigating.
I have tried to google for known issues with GoPro Studio and all I found was related to general instable behaviour every once in a while.
However never directly on startup of the program. And also as you notice on the video the notification that pops up. This is in German. However it indicates that the graphics drivers crashed and have been reloaded.

I have been testing this behavior, but unfortunately I have not been able to replicate it. I clicked on the GoPro Studio and it worked fine.
Have you tried contacting GoPro in regard to this crashing issue?

No I have not contacted GoPro - however it seems like they have released a new version of GoPro Studio (when they launched their Desktop App) and now it is working.
However I am suffering from very, very poor performance. Whatever it is - I am note sure anymore. (trying to find some reports of users of a Skylake CPU in combination with GoPro Studio)
