Provide a detailed description of the issue

Performance problems with 4K Youtube videos and performance problems with flash videos in general (regardless of resolution) in fullscreen.

4K Youtube stutters and it's being delivered via VP9 codec.

e.g. COSTA RICA IN 4K 60fps (ULTRA HD) w/ Freefly Movi - YouTube at 4k resolution

Normal flash videos have tearing and stuttering in full screen mode. In window mode they seem to be fine.

      How to repro

Please provide steps to replicate the issue.  These steps are very crucial to finding the root cause and fix.
A screenshot to illustrate the issue is a huge plus. A video of the failure is even better! Attach to the post or provide the YouTube link.

      1. Open link in Chrome (see description)
      2. For Youtube video: Set to 4k resolution
      3. For flash video: Wait until commercial pre roll is over
      4. For flash video: Set to full screen
