The icons in the notification area of Windows 10 "dance" and won't stay still. They expand and contract to show 4 or 6 or whatever.

Hello Blee,
Could you please be more specific about the following:
- Driver version installed. Go to Device Manger> Display adapters> Intel(R) HD Graphics right click on Properties and then go to Driver, you will be able to see the version installed.
- Computer model.
- CPU model.
- Windows® 10 build version.
- Include you graphics report, follow these instructions http://www.intel.com/content/www/us/en/support/graphics-drivers/000005848.html?wapkw=graphics+report Intel® Graphics Driver Report for Graphics Drivers.
If you can add more information about this matter(pictures, videos, etc), it would definitely help to narrow the issue.

Device manager also opens and closes the whole list. But I can't insert screen shots of that or icons.

Please try with the following driver https://downloadcenter.intel.com/download/25489/Intel-Graphics-Driver-for-Windows-10-15-40-4th-Gen- Download Intel® Graphics Driver for Windows® 10 [15.40][4th Gen].
We haven't received cases like this, the closest case that we have received is the following and it was closed as an isolated registry issue.

The video shows regular icons on the desktop (shortcuts and such). My problem is with the icons in the notifications area at the right end of the taskbar--, speaker, date and time, and hidden icons symbol, for instance.
