Intel(R) core i7-3632QM CPU clock speed getting lower than 0.41

My laptop getting extremely slow, I notice that the clock speed of the processor is always lower than 0.41 even I work in photoshop and android studio. I attached an image herewith, please suggest me something to do. my OS is windows 10

Please make sure that you are using all the latest drivers from your OEM website.

Also, you could test your processor with the Intel® Processor Diagnostic Tool.

This could provide you with a better overview of the status of your processor. Since this is an OEM, it may not proceed with some tests.

Additionally, I would like to know if the processor has been behaving like this after performing a software or hardware change.
