I was able to find the Intel® Chipset Device Software version 10.0.27 which would be the latest.
In the "release notes(htm)"you can check the different features added or fixes that came with the update.
Regarding the versions mentioned, please provide me with the Intel product that you are currently using and where you were seeing this versions available.
This would be to look for them and provide you with a clearer explanation of their differences.

I am using Xeon E3-1231V3 with B85 chipset.
I found 10.1.2.10 files here: http://station-drivers.com/index.php?option=com_remository&Itemid=352&func=startdown&id=1703&lang=en
and I found 10.1.1.12 files here: http://www.station-drivers.com/index.php?option=com_remository&Itemid=353&func=fileinfo&id=1832&lang=en
I read the release note for each of them.
In the release note, I found that 10.1.2 supports Xeon processors and 10.1.1 supports Core Processors.
