It turns out that you can go back to earlier RST versions without a floppy - just run the .exe for the version.
In my case, v.9.6 makes everything smooth again, with no drain on CPU cycles.
I verified the drivers for your workstation and there are no compatible for Windows® 10. The driver necessary to uninstall from programs is called Intel® Rapid Storage Technology.
