Ok I just bought this processor and it is not benching at the correct speeds. I've messed around with the simple BIOS options. I have selected the Sync all cores option and it make a very slight difference in my score for the CPUZ bench. I have done minor over clocks because someone recommended it might be a lazy CPU. I was also told it was being thermally throttled. I have had the freaking heat sink off and on so many times messing with thermal paste. I will post all the results of my tests below.
CPUZ, Hyper Pi and Prime 95 was used for these tests. I used the blend test for around 1:20 seconds for Prime 95. I am not a very technical guy, I would like to see if my processor is faulty.

However, if you want to test your CPU, please try Intel® XTU which is a simple Windows*-based performance tuning software for novice and experienced enthusiasts to overclock, monitor, and stress a system. The software interface exposes a set of robust capabilities common in most enthusiast platforms along with special new features available on new Intel® Processors and Intel® Motherboards.
