    Surging fan on Intel mobos.

I have a DQ45CB that I built last June (09).  At first powerup, my heart sank when the fan sped up and then died.  I thought it shot craps, but then it began surging and hasn't stopped for the last 6 months.  I noticed a lot of comments in the Intel community that indicates this is common to many other Intel boards.  There appears to be various approaches to attempting a fix for this issue, but none of them work for me... however I can't get into the Maintenance Engine BIOS (control-P) because it asks for a password.  What in the world is this all about?

This is a poor setup by Intel's otherwise excellent engineering.  My system works great, it is just so annoying I am not going to put up with it much longer.
