I believe you are referring to the cpu fan of your desktop. Did your reseat the fan and fan header (wire connector) to your motherboard? Perform a test connecting the fan connector to the front or rear fan header connectors of your motherboard.
If cpu fan doesn’t spin with any of the motherboard fan headers, it will be necessary to replace it.

The fan of the compute stick works on demand; it will start spinning when the compute stick requires it. The BIOS of the stick controls the fan; I suggest you to update the BIOS version of your device.
Before updating the BIOS, verify the current BIOS of your devices then, install the next version available in our website.
