Hi,
I may purchase a new computer in the not so distant future. I want one that at the very least, will be able to stream youtube in 4k. I'm assuming it will be at the standard frames per second, not 60. Would I have any bottlenecks with an i5 4460 processor and an HD 4600 integrated graphics card? Does RAM make a difference too? I don't want to have to spend more money than I have to.

The Intel® Core™ i5-4460 with Intel® HD Graphics 4600 is fully prepare for 4K resolution. For Microsoft® Windows 64bit it is better to use 8GB of RAM or more. Intel® HD Graphics shares the memory with the system.
It provides with the following resolutions:
4096x2304 @ 24 Hz
3840x2160 @ 60 Hz
2560x1600 @ 60 Hz
