When was vsync problem of Intel's graphics driver fixed?

In driver version, vsync problem that prevented my app from getting 60fps in lower timer resolution appears to be fixed.

But most people will stick with older drivers. Laptop manufacturer will not release update of customized driver.

From which version did this problem appeared? In which version was this fixed?

How to avoid the problem on the system without this fix?

Detect GPU and driver version somehow, then use timeBeginPeriod?

I struggled to do vsync on Intel GPU without setting higher timer resolution, and I realized that it was pretty difficult.

Using DwmFlush seemed to work, but the animation was not smooth sometimes.
