XmLHelper Co CreatInstance (CLSID_DOMDocument60) uninstal - delete

I have a problem with a item that keeps coming up on my desktop when I reboot my computer or just turn it on.  The window says "XmlHelper::Init():CoCreateInstance (CLSID_DOMDocument60)" Under this is says "This program was not able to load correctly.  Please restart the computer.  If problem persists, uninstall and re-install the problem.

If I click the "OK" button and it reboots but this comes back.  If I click the "X" at the top left corner, it leaves my desktop but comes back when I reboot or start up my computer.

 

I have no idea how to get rid of this permanently.  I am afraid to go to my System folder but I did once and when I got to the Registry I did a search for this and nothing came up.

 

Please someone, anyone, please send me what I need and detailled instructions how to get rid of this.
