It seems the BitLocker works on Samsung SM951 as the C-Drive (Boot drive). I got NUC i7, Win 10 Pro, and BIOS 350. You could either provide a PIN or insert a USB when the NUC is turned on to unlock the drive. Give me a few more days to finish testing to be 100% sure...
I don't have an SM 951, (I have an XP 941) but I'm pretty sure your problem is that your OS is installed in BIOS mode rather than UEFI mode. BitLocker won't use the TPM (and for good reason) unless you boot via UEFI. If you boot with BIOS, BitLocker will work if you use another security method which can include a USB stick which holds the decryption key. Only way to fix it is re-install windows from scratch.
