This is a great question. My laptop has intel processor, intel chipset, intel graphics, intel Ethernet, intel wifi and intel Bluetooth, yet the driver update utility seems oblivious to all of them except for the wireless-AC 7260 wifi and Bluetooth. For those devices, it seems confused about the installed driver version. Intel needs to do some homework on this utility. The old java application worked better than the new driver update utility does.
This could be because your system is up to date. I ran the tool in my Intel® system and is giving an update only for the RTS (Intel® Rapid Storage)
You can look for the drivers manually. Go to Home then select the option find drivers manually
Could you attach the DxDiag log information? How to get it?
Dxdiag Report: Type dxdiag in Start Menu> open> Save> Attach using Advanced Editor Options.
It would be nice if the utility would report the intel drivers and software it detects even if they are up to date.

Please try right-clicking on the "Older Drivers" tab in order to confirm if the Intel® Driver Update Utility detected or not your current hardware.
You may also Use the Download Center to manually download generic drivers for your Intel hardware.

Intel recommends you contact your computer manufacturer for the latest system specific updates and technical support information.
Please confirm if you have already the latest version of Intel® Driver Update Utility on your computer. You may download it from here Download Intel Driver Update Utility
On Latest version 18.104.22.168 we made the following updates:
- Fixed a bug where the collection module ran more frequently than intended. This applies to a small percentage of users who participated iin the Intel® Product Improvement Program.
- Corrected a configuration issue to correct the URL of the web service used to obtain new driver information.

On 2.2 I re-scanned again and nothing under either tab, installed 22.214.171.124 and still the same thing.
Current version is Version: 126.96.36.199 (Latest). Download Intel Driver Update Utility
Download Intel Driver Update Utility Installer.exe
- Un-install any previous versions (optional)
- Download and save locally on your device
- Double click on Intel Driver Update Utility Installer.exe
- Launch application from the Windows Start Menu.

I have the same problem. Takes about ten minutes to scan my system. Detects no drivers, updated or old.
Could you provide more information about the Operating system you have and the device model?
Also, if possible screenshots of the scan results.
