Checking the HP web site for the correct chipset, http://h10010.www1.hp.com/wwpc/pscmisc/vac/us/product_pdfs/HP_ProBook_6460b_Notebook_PC_Datasheet.pdf, it shows that it could have two different chipsets. I will recommend to visit the HP web site or contact HP for support.

This is because the chipset and BIOS configuration for each manufacturer is different. Also checking the HP web site there are no drivers for Windows 10.
Another option will be to flash the BIOS to the newest one and also set default settings on the BIOS, because the USB should be working even under standard USB drivers for Windows.
