You can use the PCIe port to use a network card. That way you will enable Wi-Fi connectivity. On the other hand as you may know the Galileo was designed to be Arduino compatible; therefore you can use some shields designed for it (as long as their libraries do not depend on the Arduino's AVR architecture). In the Desktop Boards — Shield Testing Report for Intel® Galileo Board and Intel® Edison Board you will find several GSM shields, you may want to take a look at it, you might find it helpful.
