The title basically says it all. I bought a used i7 4770 from eBay which doesn't work at all. When I insert it into the socket, the system doesn't even power on - it just short circuits and that's it. When I wanted to check the warranty status of the CPU, the ID cannot be found in the database. Any advice on this?

I would recommend trying some troubleshooting first before you conclude that the CPU is damaged.
Can you post more details about your system hardware configuration, for instance: Motherboard model and brand, Memory type, etc?
On the other hand, here is the warranty information for Intel processors: http://www.intel.com/support/processors/sb/CS-020033.htm http://www.intel.com/support/processors/sb/CS-020033.htm. Keep in mind that Intel warranty is not transferable.
