Why is there no update intel intel gma 4500mhd(GMA X4500 HD) in Wibdows 8 or 10.

Please bear in mind the Intel GMA X4500 HD is not part of any Intel® HD Graphics.

You are currently using an Intel 4 series chipset and the support for Windows 8 or win10 is only available through Microsoft inbox driver.
