It seems to be an issue with the Win7 Pro SP1 file. I suggest you to install Microsoft® Windows 7 updates using Windows Update utility.
You are using the latest BIOS version 0249. As a workaround; install the latest chipset driver version 10.1.1.8 and the latest Intel® ME 11: Management Engine Driver for Intel® NUC version 22.214.171.1248.

Unfortunately I have only Win7 without SP1, but I had driver problems also with other NUC devices when installaing drivers after Windows updates.
I also tested with an WinXP which shows a BlueScreen during boot.
You need to install these older win versions when you migrate older hardware with Win licenses which had been upgraded. You have to install the old Win version before installing the upgrade.
