My max dynamic Frequency doesnt work on my laptop graphics card (b960 processor).

My max dynamic Frequency doesnt work on my laptop graphics card (b960 processor). For example when i watch a video on the internet, it lags and my graphics cloclk does not go higher (stays on 650mhz basic frequency). Any solutions?

Try using a different power plan other than "Power saver" in Windows* Power Options and Intel® HD Graphics Control Panel. You may also want to connect your system to AC power and keep it as cool as possible.

I had every power option on maximum performance but game was continuously lagging and fraphics card mhz barely went up.

It is clear from the screenshot you've provided that your GPU is nearing the maximum allowed temperature (your machine should enter S3 immediately after reaching 85C). In order to meet the safety requirements, your Intel HD Graphics is being instructed to limit the core frequency. Don't forget that the TDP is being constantly monitored by your system, and is a sum of thermal power rendered by CPU cores, iGPU and the "uncore" part of the chip. I can imagine that it goes slightly beyond the 35W mark (or anything that your OEM considered acceptable) during intense processing operations, and... You got the idea.

Now, the videos, though... I'm 100% sure that you should be able to watch 1440p videos on YouTube, like this one (http://www.youtube.com/watch?v=xDMP3i36naA WILDLIFE IN 4K (ULTRA HD) 60fps - YouTube) with no stuttering whatsoever. Try this in Internet Explorer, it has a very powerful hardware acceleration logic built-in, works perfect on most machines that have on-die hardware decoders. Still same symptoms, yet the temperature is fine (<67C)? You see, I don't think that "overclocking" your GPU will do anything if the video stutters in the first place - it couldn't be so that there's not enough power to do such simple task, gotta be a higher level software problem. Adding those 10-15% won't save your slideshow situation, don't you think so?..
