There is a newer driver that you can try, you can download it and try to manually install it let me know how it works.

Ok thank you I'll give that new driver a try, guess I already strayed from OEM drivers so nothing to lose.
I did a few things like SFC /SCANNOW.
Then I tried clean boot process and still had the issues, but the antivirus software was still active.
So I uninstalled several McAfee pre-loaded trial products and that seemed to help a lot.
Getting there now but Photo Viewer still a little buggy.
