I checked the tool with a couple of machines and it seemed to be working ok. Let me suggest that you check your firewall setting that might not let the tool work properly.
If the tool continues to give you trouble let me know what drivers you would need to update so that I can give you the links to download them manually.

The Firewall is to block tcp/ip ports from outside and has NO to do with programs, that scan PC components.
The problem is occurring because the Intel Driver utility can be used on intel products in order to get the best results. If using third party motherboards, it is possible the appliation will not find information or available drivers.
My best recommendation at this point is to contact the computer manufaturer and get the the drivers from their website.
