Considering the new "Braswell" CPUs have much lower TDP, and outperform the higher power Jxxxx family in several benchmarks, what's the problem? Intel was obviously aiming for even lower power consumption with the N3050 and N3700. That's a big deal if it's powering a thin tablet or other mobile device running from a relatively small battery. Most people would gladly have 25% more battery life from their tablet rather than 25% more performance.
Also, the older J1900 and higher quad core models were marginal for fanless applications. They tended to overheat and be thermally throttled when doing things like playing HD video which made any performance advantage they might have potentially useless. Most mini-ITX system boards using the J1900 and J2900 have fans. The new CPUs should do much better without a fan.
If you want performance at still relatively low power get an i3-4130T or any number of other Haswell, Broadwell, or Core M CPUs that perform much better. But if you want a 6 watt TDP fanless processor, the N3700 offers some of the best performance per watt you'll find.
