I thought this is a 'feature' which allows you to not use much power.
The U-types are, after all, puny smartphone/Tablet processors.
...and really slow wrt. I/O and huge process context switching tasks (as is usual in large general purpose OS like windows 7, and worse, x64 ...)
Bingo, disabling speedstep in the BIOS did the trick. Any downside to having it off? I had to do that in order to get Plex to transcode my movies otherwise it said "Server not powerful enough"
