Do you think that i need RMA the device, or there is a chchancto fix it
Happened to me once a couple of days ago after I update the BIOS. I was running Ubuntu and after the BIOS update, the stick just went black. Tried to reboot many times, but didn't work. So, I tried with a Ubuntu boot USB drive and it works. If you have a thumb drive with a LED activity indicator, it would be very help to see if the stick is trying to read from it. If it is, you might want to consider putting a boot live image to see if it actually boots up. In my case, after I tried booting up, the screen is back up from that moment on. Strange, but that was how I got mine working again.

If the answer to the question above is no, how is the Intel® Compute Stick connected to your display?
my intel stick work befor, i just try make recovery, the device shat down and won't boot after that
the blue light work, also the fan, but the device won't boot

Do you have one of those USB drive with a LED indicator? If so, you can try plugging that in and power on the Compute Stick. In my case, I see that the LED blinked a couple of times shortly after I turn the device on. I believe it was trying to boot up from the USB thumb drive. As I was originally running Ubuntu, I loaded the Ubuntu boot image on the thumb drive and miraculously my screen came back to live and I am able to enter my BIOS again.
I encounter my problem after a BIOS update, not too sure if it will work for your case, but it is worth giving it a try. Again, in my case, I had to re-installed Ubuntu again to get it working. The previous Ubuntu seems to have corrupted.
if the device won't boot as i say, how can i press F8 during the BOOT, there is no BOOT
so i can't do recovery setup

I had the same problem and solve it with following methode:
- unplug power
- press and hold power button
- plug in power
- wait for 4 sek
- release powerbutton
- system starts normal
