"Maintain Aspect Ratio" is not "maintained"

If you have a wide screen display (1366x768 for example) and you want to play a fullscreen video game designed for 4:3 aspect ratio. Go to Intel Graphics Control Panel -> Display -> change resolution to 1024x768 -> select "Maintain aspect ratio". At this point the ratio is OK. But after you launch the game, the settings are reset, and the image is stretched over the whole display, ratio is not maintained. This happens because the fullscreen applications always request a "resolution change" when they start.

Proposal: The selected "ratio" choice must persist between resolution changes.
