Hi,
I just built an new workstation with a pair of E5520's and an S5520SC motherboard, under a range of loads I don't see any Turbo'ing. I checked the setting and it is enabled.
On my i7 desktop it turbos easily.
My average CPU temp is 58dC, my desktop is typically higher than this so it doesn't seem to be temperature related?

I found the problem, in Server 2008 R2, the default power management settings are balanced, if this is enabled then the OS never asks the CPU for turbo.
You need to set the power to high performance then the turbo modes kick in no problems.
I think in Windows 7, by default it gives the the CPU the Turbo instructions even in balanced mode?
