I encountered a similar problem on one of the desktop boards and apparently, one of the ICs of your motherboard seems to be dead. What I would suggest you to do is, check if your motherboard is still under warranty and if it's the case, send it in warranty otherwise you can get it repaired by either taking it to any of local repairers or from Intel (charges apply).
