My question is when i run this tool to check if it has virtualization technology will it pick it up even though virtualization is disabled on the bios? or does virtualization need to be enabled so this tool will find it?

No. Intel processor identification utility wont display the BIOS settings. ( irrespective of VT enabled/disabled)
Rather it will only display the supported feature of Processor like VT is supported in that particular processor or not.
