fraps seems to be all over but it is rather old and desupported. Razer Cortex requires a connection to the internet. I don't care about recording, just a plain fps counter. I would suggest Intel to develop one, both NVidia and AMD have one such utility.

Yes, Fraps is outdated, it has not been updated since 2013. I highly recommend http://www.d3dgear.com/ D3DGear.
