From a powered off state, please press and hold the power button for about 2 seconds (release it when you hear three short beeps). The BIOS will follow a normal boot path as if Fast Boot were disabled. Then try to to change BIOS settings.

I have had a good play with attempting to disable fast boot or any way of getting into the BIOS and NOTHING has worked.
down the PWR button from the off state, the machine beeps at me 4 times then I restart and the machine I get the monotonous
I also tried changing the BIOS CFG jumper on the MB - I changed the jumper from pins 1 & 2 to 2 & 3. This did nothing.
The machine otherwise boots normally and operates fine.
I am still open to suggestion. This is a strange problem.
I also flicked out the Li button cell before AND changed the jumper but once again, to no effect.

Have you tried BIOS recovery? You could find details about BIOS recovery here: Desktop Boards — Instructions for Recovery BIOS Update
If BIOS recovery fails, you also could try to use ITK (more details here: Desktop Boards — Intel® Integrator Toolkit Technical Support) to change BIOS settings in BIOS, and create your own BIOS file, then update system BIOS.
