From the URL you have given, it looks like since Intel Quad-port card does not support SR-IOV he was asking us to use two Dual port server adapters.
I know that linux supports SR-IOV capability and we can create VFs(virtual functions) with Intel dual port server adapter. corresponding command is "modprobe igb max_vfs=7". This command creates VFs and loads VF driver.
I want to know is there any way to create VFs(virtual functions) in windows ?

The Intel(R) 82576 Virtual Function driver supports adapters based on the Intel(R) 82576 Gigabit Ethernet Controller.
