    dx58so & e5520 mounting problem

I've just purchased Intel dx58so board and (compatible) Intel e5520 xeon processor. I have problem with mounting them together with STS100A active thermal solution by Intel. It seems UBP plate is missing. In installation instruction Intel says: "The processor thermal solution requires a Unified Back Plate (UBP) that is attached under the main board prior to thermal solution mounting. The UBP will be provided with the main board and may be pre-attached". Is it true ? Does the mainboard box should contain UBP ?

PS> Is it normal that original heatsink lays on upper shelf of capacitors and other elements of processor's power supply and pulls them into mainboard ?
