Did you try uninstalling and reinstalling Intel® Rapid Storage Technology?
You may also try the Windows* repair or restore options.

This issue is with Rapid Start Technology, not Rapid Storage Technology. It is also being reported by others, seen if one Googles "istrtsrv."
Try uninstalling the software and deleting the partition; then, follow the steps from the user guide to enable the feature again. It is possible the issue is caused by corrupt files, if not from this application but from the LocalSystem account.
I completed uninstalling and reinstalling. The issue persists. I am happy to share the system event log with someone in support. I suspect a dirty cache as the system boots successfully perhaps ten or fifteen times, then hangs. After the power-off reset, things work again until the next failure. This is a frustrating bug, as it affects many other services including DCOM and Group Policy. If they can't start, the system is unusable. In some cases, the login is successful but these other services and istrtsrv aren't running when viewed in the MMC.
