These are my recommendations for this kind of issue:
1. Check with Toshiba if you are running the latest BIOS version available.
2. You can check on the motherboard’s BIOS if the following feature is enabled “Enhanced Intel SpeedStep® Technology”. If it is please disable it.
3. You can also run the Intel(R) Processor Diagnostic Tool (IPDT). You can download this tool from the following link: http://www.intel.com/support/processors/sb/CS-031726.htm
It could be that Toshiba did not include this feature (“Enhanced Intel SpeedStep® Technology”) in BIOS.
I would recommned you to contact them, so they can guide you on updating the BIOS of your system.
