I have tested this on a Dell Laptop and I was able to set the Display Power Saving Technology as “disabled” and restarted the system and once it came up it was working fine and the same option was selected.
Please click on Apply when setting up a special configuration on Intel® HD Graphics Control Panel. You can also try updating the graphics driver.

It wouldn't let me install your version til I uninstalled my own first and my settings were reset, but I'm still having the same issues. I'm assuming this means this problem is on acer's end. The profile I made was still on there, but everything else was reset.
I wonder if you have some idea what the problem could be so I could take it to acer. Last time I called them they just told me the generic steps of uninstalling the driver and refreshing my pc to fix it, but neither helped.
