I'm trying to use the intel graphics as a second monitor, however when I try to set the resolution via the control panel, the actual resolution doesn't change, only the scaling. Checking the monitor's menu confirms the monitor's resolution is 1024x768 regardless of the set resolution on the control panel, the native resolution is 1600x1200.

I would need more information in regards to your system configuration:
Which version of Windows do you have?
Also, the exact processor model and the graphics controller:

Click the Windows icon, and then right-click Computer .
Select Properties .
Find System Type on the Properties window, and then note the processor model.
Are you trying to use dual clone or extended desktop?

this setup worked perfectly under windows 7 and win10 build 9926

Windows 10 has not been officially released. At this stage, you need to keep using win7 or wait for official drivers for Windows 10 on downloadcenter.intel.com
