Why USB consumes so much power

The USB port on the Edison/Arduino breakout board really consumes quite a lot of power. When we plug in a device(such as USB flash driver, USB-Serial adapter, USB-HCI device), even without any operation, we observed the power consumption increased by 200MW -  300MW. Is this normal? Anyone knows how to reduce it. Thanks in advance.
